The Eagle suite for Disaster Management, built on top of Microsoft Groove and SharePoint, and using ESRI’s ArcGIS, Geodan Movida and Cyclomedias Cycloramas synchronizes and exchanges geographical and textual information, thus realizing a Single View Platform.

Making sure that everyone can access the right information at the right time and that the same impression of the disaster is shared by all: that is where geo-information provides added value in disaster response. Disaster evaluations have shown time and again that the exchange of information during a disaster can pose an important bottleneck. Microsoft, Geodan and ESRI Nederland together have developed a crisis management system which makes it possible to share images and information. The use of geo-information in disaster management must lead to greater awareness of the situation and help the emergency workers to make the right decisions.

In addition to the desktop system, they have now also developed a mobile version. By applying the concept of ‘working netcentrically’ this variant supports the emergency services in the field and provides the parties concerned with the right information at the right time during a crisis situation.

In emergency response it is important to have a coordinated response from the different actors involved. Eagle Surface offers the heads of the different forces (police, firebrigade, etc) a discussion space with all the important information intuitively available. The system uses Microsoft Surface multi-touch tabletop to display the Common Operational Picture (maps and text communication) created by managers using Eagle command center. This view is enhanced with a link to a realistic view of the situation (increasing situational awareness) via a vertical display with Microsoft Bing Maps for Enterprise augmented with the 3D data from the Common Operation Picture.
