Fighting Disasters by Working Together
Time is one of the most crucial factors in emergency situations. Efficient coordination and sharing of information are essential in a multi-disciplinary emergency response.
This shared information is known as the Common Operational Picture. A Common Operational Picture can enhance operations, assist in faster and more effective decision making, and control and minimize damage and possibly even save human lives.
Eagle Suite for Disaster Management
The Eagle suite for Disaster Management, built on top of Microsoft Groove and SharePoint, and using ESRI’s ArcGIS, Geodan Movida and Cyclomedias Cycloramas synchronizes and exchanges geographical and textual information, thus realizing a Single View Platform. Eagle has been successfully tested and evaluated in large scale real-life exercises. Based on the positive evaluations of two exercises Eagle has won the prominent Dutch Public Safety Award 2008 (more information: www.veiligheidaward.nl).
Requirements disaster management system
In close cooperation with the Middle Gelderland Emergency Service Region, the Ministry of Defense and Homeland Security, Geodan, ESRI and Microsoft developed a suite of applications and services that allow multiple agencies to collaborate seamlessly in order to increase responsiveness and support fast and effective decision-making in a highly complex environment. Based on experiences of the emergency responders a list of requirements was provided to which the system had to meet:
- Situational awareness
- Real-time location awareness
- Sharing data among different organizations
- Large data-flows
- Allow collaboration between (different) organizations
- Support strategic, tactical and operational levels
- Work under extreme conditions
- Use the same applications that are used in day-to-day operations
Components Eagle Suite
For the Eagle Suite Microsoft, Geodan and ESRI have been working on architecture to meet these requirements and thus allow a shift from hierarchical exchange of information towards a network centric capabilities approach.
The Eagle Suite consists of the following components:

- Eagle Playback
The Eagle Suite is a collection of applications enabling crisis teams, consisting of multiple organizations, to work effectively in a net-centric way, to share data and to realize a Common Operational Picture (COP).
In brief, Eagle uses software and infrastructural components to allow communication between organizations in extreme situations on the one hand, and facilitate complex geospatial analyses on available data on the other:
