Risk Map
The Dutch risk map is an electronic map through which users request information on risk objects and risk situations on different levels. The risk map does not only refer to risk situations with hazardous substances (as included in the RRGS – Register Risk Situations Hazardous Substances), but also for example flood risks, buildings with an important public function and traffic risks. Dutch municipalities are encouraged to actively provide the population with information by means of the risk map. Geodan and Getronics PinkRoccade have been important players for developing the uniform risk map.
Customer & need
Through the Inter Provincial Discussion Board (IPO), the 12 provinces decided to have a common application developed for entering and managing data for the risk map. A uniform design and system concept for the risk map had already been defined which was called the ‘Model Risk Map’. According to this concept, the data from the common database can be replicated to the provincial databases. Each province will implement a risk map for its own territory. A jointly built web-flash client (the provincial interface) will be used for accessing the data in the provincial database.
Solution
By order of VROM and the RIVM, Geodan IT (in conjunction with GetronicsPinkRoccade) was responsible for designing and building the internet portal for registering and presenting these data and has since been in charge of technical management of the application. Through the portal, the proper authorities enter their own data into a central database. The data are then made available to citizens and governments through an interactive map.
Technical aspects
The RRGS and ISOR applications are systems that are entirely based on internet technology. Thanks to the modern ‘webservices’ architecture, the information from the ISOR and RRGS systems can be easily integrated into, for example, provincial and municipal information systems. This way, both internet-based and non-internet-based systems can be ‘served’. In the case of non-internet-based applications, we are thinking of desktop applications (ArcGIS/MapInfo) to, for example, assess or prepare zoning plans or regional plans. All this following the ‘data at the source’ principle. By opting for common storage and open interfaces, all users can always access the most up-to-date information from these registers.
