Register Risk Situations Hazardous Substances

The Dutch Register Risk Situations Hazardous Substances (RRGS) has been developed after the fireworks disaster in Enschede (the Netherlands), because of the growing need for having an up-to-date overview of risk situations.

With the provincial risk map (www.risicokaart.nl) and the RRGS, important steps have been taken in providing citizens and other instances with information on hazardous locations and situations. Geodan has contributed to the development of both applications.

Customer & need

The Dutch Ministry of Spatial Planning, Housing and The Environment (VROM) has created the Register Risk Situations Hazardous Substances (RRGS) as a central register with administrative and geographical data on risk situations in The Netherlands in relation to the use, storage and transportation of hazardous substances. The RRGS contains three of the thirteen types of disasters that according to the Guideline for Disaster Management can be geographically defined and that must be presented on the map. The Centre External Safety (CEV), which is part of the Dutch National Institute for Public Health and Environment (RIVM), manages the register.

Solution

By order of VROM and the RIVM, Geodan IT (in conjunction with GetronicsPinkRoccade) was responsible for designing and building the internet portal for registering and presenting these data and has since been in charge of technical management of the application. Through the portal, the proper authorities enter their own data into a central database. The data are then made available to citizens and governments through an interactive map.

Technical aspects

The system is completely based on ESRI technology combined with Oracle Spatial and OpenGIS interfaces. The following techniques and software components are part of the RRGS system:

The whole system is implemented in Struts according to the ‘Model View Controller framework’ (MVC).
