WFD Portal: information exchange Water Framework Directive
On December 22, 2000, the Water Framework Directive (WFD) entered into force. This European directive is intended to ensure that the (subterranean and surface) water in Europe is at a good level and is maintained at that level. The WFD imposes reporting obligations on the EU member states. It covers a description of the water resources, the location of monitoring locations and protected areas, and the chemical and ecological situation of the water. Reporting in a digital geographical format and/or on maps is part of the guideline and is therefore set within a legal framework. The first reports were submitted in 2004. In the Netherlands, the Ministry of Transport, Public Works and Watermanagement has been appointed as the coordinating ministry.
Work environment for water administrators
For the Water Framework Directive (WFD), the water administrators (Directorate General of Public Works and Watermanagement, provinces and water boards) must provide geographical information on their management area to the European Commission. For supporting this process, by order of the RWS-RIZA (Dutch Institute for Inland Water Management and Waste Water Treatment / Department of Public Works and Watermanagement) Geodan has realised a work environment using webmapping.
The WFD Portal
With the WFD-Portal (dutch), a work environment has been created in which files are made available and in which the exchange of information is enhanced. The portal is realised on the basis of the NCGI infrastructure. The portal contains a protected part for the water administrators and a publicly accessible part in which the report of 2004 is included. This part contains many data that can be downloaded for free.
The WFD Portal has been recently expanded with monitoring locations.
Functionality
Among other things, the WFD Portal contains the following functionality:
- Uploading and validation of data and metadata
- Data download
- Automatic classification and presentation of uploaded data
- Progress screen for a quick overview of available data
- Search functionality at the level of surface water bodies
- Extensive info-tool for consulting metadata and others
- User management for portal administrators per water administrator
- Versions in multiple languages: English, French and German are supported
